WHAT IS AN OHS MANAGEMENT SYSTEM?

An Occupational Health and Safety Management System (OHSMS) is a co ordinated and systematic approach to managing health and safety risks. OHSMS’s such as; 5 Steps, AS/NZS 4801, ISO45001 Standards help organisations to continually improve their safety performance and compliance to health and safety legislation, regulations. In doing so, they establish safer working environments that protect people at work by eliminating hazrads wherever possible and implementing suitable controls to reduce risk.

OHS/WHS LEGISLATION

OHS = Occupational Health & Safety (VIC & WA), WHS= Workplace Health & Safety (All other states)

OHS/WHS legislation sets out the laws about health & safety requirements affecting most workplaces, work activities & specified high risk plant or equipment. Legislation also defines guidelines to assist workplaces in creating & maintaining a safe working environment with clear policies & procedures for everyone to follow & contribute to.

OHS & WHS legislation is State based, therefore each state is required to independently manage & administer the compliance of workplaces in their state. This administrative role is undertaken by the Regulator. Legislation is put in place in order to protect the health & safety of everyone at a workplace including directors, managers, employees, contractors, visitors or volunteers.

Regulators in each state exercise unbiased authority & supervision over a workplace, & also ensure that the OHS Legislation has been implemented into daily business management practices in relation to their policies, records, operations and staff.

THE 5 STEPS OF AN OHSMS

There are five steps to an effective OHSMS, and these steps form a continual cycle of improvement as shown in the list below. Consultation is a key compliance element of each step.

The policy is a general plan of intent which guides or influences future decisions. It is the basis upon which measurable objectives and targets and the OHSMS is developed.

Plan how to deliver the OHS policy, objectives and targets to ensure hazards arising from work activities are identified so that risks can be assessed and then controlled.

Implement the plan by developing the capabilities and support mechanisms necessary to achieve the OHS policy, objectives and targets.

Measure, monitor and evaluate OHS performance, to determine the effectiveness of risk management, and if necessary take preventative and corrective action.

Review and continually improve the OHSMS, with the objective of improving OHS performance.
